Motion (Hutt – Soto-Martinez) relative to requiring all Housing Department administrative hearings. “The Rent Escrow Account Program (REAP) exists to resolve the most persistent health and safety and habitability issues found in rental properties in the City. In addressing these issues REAP helps reduce blight, protects tenants from substandard housing, and helps preserve the City’s valuable affordable housing stock. REAP encourages owners to make the repairs and return the property to a safe and habitable condition. Tenants of affected units are given a 10% to 50% rent reduction depending on the nature and severity of the violations cited. OPPOSED. I oppose this matter because the city is disingenuous. I have made two REAP complaints in the last 10 years and haven’t heard one response from the housing department. That is corruption and misuse of federal tax dollars.

I object also because I have made numerous complaints to the city council for the provision of accessible handicap parking stall, accessible in unit interface for the door entry intercom system, and accessible door viewer, wheelchair height. Even though these are reasonable housing accommodations as well as mandatory building code requirements, the services have not been provided to myself or any other Latino or Black tenant in this building at this address. This is unacceptable. I have also made a written request to the city to make a modification in it’s intractable policies that it will site the owner of the property for these building code violations. The city has made no written response to my request for the city policy practice modification. 

City employee Steven Harrison needs to be terminated from employment because he said by his actions that Black and Latino tenants are not entitled to a working intercom interface system in their units.
