Complaint: the owner has stated thru resident manager Brian Vasquez that the intercom system installed for all tenants in 2023 does not have an interface or indoor monitor in each unit nor cameras so that tenants like myself cannot use the intercom functions. I am a disabled Black tenant. This means white tenants in the building are also being harassed by the owner. The owner is Hi Point 1522 LLC. The landlord is knowingly not providing an intercom system indoor monitor or interface repairs or cameras since 2023, which causes harm to me as a Black/white tenant and serves no lawful purpose and such acts substantially interfere with the comfort, peace, or quiet enjoyment of my unit 9. ILLEGAL RENT INCREASE. The owner has written a letter already in possession of the LAHD that I must pay fee $150 to park in tandem stall; fee to park in a handicapped stall to be provided; fee to replace unit peephole. and fee to provide indoor intercom and monitor. I believe these services are routine maintenance or low cost and do not require a separate fee or rent increase; parking and repairs have traditionally been included in rent paid. The owner can switch me from shared single car stall to tandem stall or provide a handicapped stall as a re-assignment and no cost or fee is involved. If the owner is claiming financial hardship, he needs to submit written proof to me and the city housing. NON-POSTING OF RSO NOTICE ON LEGAL HELP. There is no posting in the common area that tenants facing eviction are entitled to legal help. HARASSMENT. The denial of housing services is harassment because it causes me substantial harm and does not serve a legitimate purpose. The LAHD has jurisdiction over ADA requirements and requests for reasonable accommodation that I have made to the owner. The owner has refused to provide the services requested until I pay the illegal rent increase. Also, the front door lock to the building was changed and no new key was provided. No explanation given by the owner in writing. Tandem parking stalls existed without a separate fee at the inception of the tenancy in 2010; the owner insisted there is a separate application for the tandem parking, but refused to provide the application; a working intercom system existed at the inception of the tenancy in 2010; the unit door peephole existed at the inception of the tenancy in 2010. The owner changed the peephole in other units in 2014, but did not change mine; I have requested an accessible intercom monitor, unit door peephole where I can see both ends of the hallway, and an accessible handicapped parking stall. The LAHD has jurisdiction over accessibility requirements in this building. THESE SERVICES ARE NEEDED TODAY. There is also damage to my car window driver side owner placed sticker adhesive to my window intentional to cause harm. This has been reported to the Police department.

THE RSO DEPT Los Angeles AND ASTRID BENDER IS RACIALLY BIASED AGAINST TENANTS. AS OF MAY 4, 2026 CONDITIONS STILL EXIST. THE RSO DEPT IS A PAPER MILL. IN CASE CE 322430 I RESPONDED WITH PAPERWORK BY EMAIL APRIL 26. THE CASE WAS CLOSED ALMOST THE SAME DAY WITHOUT ANY CONTACT WITH BENDER. ABUSE OF

FEDERAL TAX DOLLARS BY BENDER. THIS COMPLAINT WILL REPEAT UNTIL RESOLUTION OR UNTIL HELL FREEZES OVER, WHICHEVER OCCURS FIRST. SERVICES REQUESTED ARE NEEDED TODAY.
