apartments are master-metered, which translates to an estimated 123,000
rental units, estimated to affect between 300,000 and 370,000 tenants. Tenant
advocacy filings estimate that the substantial majority of these 123,000
master-metered units have historically had electric and gas structurally
integrated directly into their base monthly rent amounts.”
