From July 10 protests and tenant information gathering at 1200 W 7th Street at Los Angeles Housing Department and Rent Control Departments. I was there in support with numerous tenants rights groups. Bringing housing corruption from the shadows into the light. Yes, Virginia, you can fight city hall! The lady in black with walkie talkie was security person assigned to take pictures of the peaceful assembly of tenants from all walks of life seeking fair housing in Los Angeles. May 10, 2018 Los Angeles-
A March 28 2018 Notice and Order to Comply from city code enforcement describes 1522 Hi Point St Apts 90035 as “substandard” housing. The report from city code inspector Alejandro Viramontes, posted to tenants on May 10, 2018, also issues a lead hazard warning in this rent control building. The resident manager Cynthia Ogan as well as Black tenants in the building, however, said the report doesn’t go far enough.

Noting a “high” severity level, the report cited the owner for unmaintained smoke detectors, electrical service requiring maintenance, “smoke detectors missing, defective, or not hard wired missing lithium battery backup stating such failures increase “the risk of harm, injury, or death to residents of the building”. This same type of report has been issued at least four times the last four years against this property.
Garcetti’s Citizen Council’s Notice and order to comply appears to ignore numerous complaints about an abandoned vehicle and non maintained intercom security system. It seems insincere to claim unsafe conditions due to defective smoke alarms and yet ignore four years of complaints about a defective intercom security system.
Mayor Garcetti’s office claims its housing department from 2013 to 2016 resolved 19,019 tenant complaints, resolved 10,078 illegal eviction complaint cases, secured $23.2 million in relocation assistance for 1,859 families, and restored 31,854 rental units to safe living conditions, yet the city efforts were not able to secure full and equal fair housing services intercom maintenance and parking for Black tenants at Hi Point Apts ; Garcetti in other documents admitted that numerous Black tenants did not receive THP applications and numerous other tenants were charged illegal rent increases because of the lack of THP’s.

The city government says it was involved in $23 million dollars in relocation assistance but none of that was received by Black tenants at Hi Point Apts 90035 after the owner cheated tenants out of THP applications.
Even though the notice and order to comply declared the entire building unsafe and lacking in uniform conformity —and ignores the malfunctioning security intercom system—-all eighteen units are not cited; the only units cited are apts 1, 4, 11,12,23, 15, 16, 18. Interestingly those are all the apts that experienced recent primary renovations but without the owner filing the required THP applications before starting repairs. Those units had previously been cleared by the city for occupancy. Apparently the inspector may be saying that ten other units do not require properly maintained smoke detectors.
There are also numerous animal services complaints about dogs on the property without being accompanied by their owner.
That is a lot of complaints in this rent controlled city.
