From July 10 protests and tenant information gathering at 1200 W 7th Street at Los Angeles Housing Department and Rent Control Departments. I was there in support with numerous tenants rights groups. Bringing housing corruption from the shadows into the light. Yes, Virginia, you can fight city hall! The lady in black with walkie talkie was security person assigned to take pictures of the peaceful assembly of tenants from all walks of life seeking fair housing in Los Angeles. Why was she taking pictures: is it a crime to ask for fair housing? (More pictures can also be seen on the campaign Facebook page at https://www.facebook.com/LAUSA2020/ )

Does Mayor Garcetti realize that manufactured homes are already built so the city does not have to make tenants wait 7 months to 10 years for housing to be built?

The city of San Jose contractor claims they can supply a tiny house in 2 weeks time and 2 weeks more for city permits. Garcetti and his supporters are liar liar pants on fire.

City order calls Hi Point Apts substandard (again) and unsafe

May 10, 2018 Los Angeles-

A March 28 2018 Notice and Order to Comply from city code enforcement describes 1522 Hi Point St Apts 90035 as “substandard” housing. The report from city code inspector Alejandro Viramontes, posted to tenants on May 10, 2018, also issues a lead hazard warning in this rent control building. The resident manager Cynthia Ogan as well as Black tenants in the building, however, said the report doesn’t go far enough.

“…Substandard” conditions and risk of “harm, injury, or death…”

“…Garcetti’s Citizen Council’s Notice and order to comply appears to ignore numerous complaints about an abandoned vehicle and non maintained intercom security system…”

Noting a “high” severity level, the report cited the owner for unmaintained smoke detectors, electrical service requiring maintenance, “smoke detectors missing, defective, or not hard wired missing lithium battery backup stating such failures increase “the risk of harm, injury, or death to residents of the building”. This same type of report has been issued at least four times the last four years against this property.

Garcetti’s Citizen Council’s Notice and order to comply appears to ignore numerous complaints about an abandoned vehicle and non maintained intercom security system. It seems insincere to claim unsafe conditions due to defective smoke alarms and yet ignore four years of complaints about  a defective intercom security system.

Mayor Garcetti’s office claims its housing department from 2013 to 2016 resolved 19,019 tenant complaints, resolved 10,078 illegal eviction complaint cases, secured $23.2 million in relocation assistance for 1,859 families, and restored 31,854 rental units to safe living conditions, yet the city efforts were not able to secure full and equal fair housing services intercom maintenance and parking for Black tenants at Hi Point Apts ; Garcetti in other documents admitted that numerous Black tenants did not receive THP applications and numerous other tenants were charged illegal rent increases because of the lack of THP’s.

The city government says it was involved in $23 million dollars in relocation assistance but none of that was received by Black tenants at Hi Point Apts 90035 after the owner cheated tenants out of THP applications.

Even though the notice and order to comply declared the entire building unsafe and lacking in uniform conformity —and ignores the malfunctioning security intercom system—-all eighteen units are not cited; the only units cited are apts 1, 4, 11,12,23, 15, 16, 18. Interestingly those are all the apts that experienced recent primary renovations but without the owner filing the required THP applications before starting repairs. Those units had previously been cleared by the city for occupancy. Apparently the inspector may be saying that ten other units do not require properly maintained smoke detectors.

“…$23 million dollars in relocation assistance but none of that was received by Black tenants at Hi Point Apts 90035…”

There are also numerous animal services complaints about dogs on the property without being accompanied by their owner.

That is a lot of complaints in this rent controlled city.

AAGLA Member Says No Fair Housing for Blacks

All about 1522 Hi Point Street 90035. Did you know? Two tenants died in this building.  Also, the previous owner and current management company retaliated against a tenant who complained about repairs and sued the tenant for $35,000 (but the court did not rule for the owner.)  (As seen below in the February 22, 2018 issue of Random Lengths newspaper/online, page 17.)  The history of Hi Point Apartments 1522.

Los Angeles- On January 31, 2018, during the course of a tenant requested inspection of the 1522 Hi Point St property, the owners management company prevented the city code inspector from entering unit 9 and prevented the inspection of the intercom and CO2 smoke alarm. The city also refused to cite the owner for the abandoned vehicle that has been on the property for over three years. With the refusal of the inspection of the CO2 detector—which is there for the safety of white tenants—could there be illegal drugs or some other unsafe contraptions being stored in that vehicle? Like they say, whites will endanger the health and safety of their own kind in order to retaliate against Blacks.

Other newspapers who have published articles on 1522 Hi Point St Apts include the San Diego Reader and the USC Daily Trojan.

It was the management company Williams Real Estate Advisors Inc. and property owner Walter Barratt who intentionally failed to alert tenants and applicants to the threat of terrorism in the building. Matt Williams and Walter Barratt are members of the Santa Monica Chamber of Commerce and the Apartment Association of Greater Los Angeles.

Living at 1522 Hi Point St

Complaint against Judge James Chalfant

Complaint against Judge James Chalfant

LOS ANGELES. In 2024, discrimination complaints with the City continue to be filed against this property owner.
Recently both previous owners sued a Black tenant after he requested housing services; one compliant asked for $25,000 and the other asked for $10,000; each time the court ruled in favor of the tenant and did not give the owner the money requested. If you choose to live here at 1522, this could happen to you. The owner in 2023 installed an entry code-intercom device of which all tenants do not have access. Some tenants are given free WiFi and some are not; so much for full and equal housing services. Tenants are warned by the Police not to use a Wi-Fi based entry system because of hacking of personal information by thieves.

See what manager Matt Williams has to say.

Is 1522 Hi Point St up for sale or demolition?

As seen on the internet, a city complaint has been filed to reduce all rents by 50% because the parking lot security lights and intercom are not fully functioning, and due to parking assignment complaints. Also, this building may be up for Sale/Demolition.
