Los Angeles. The Los Angeles building code and state building code require that intercom systems –called “two way communications”—must connect to the tenant unit by interface known as indoor monitor. When a Black tenant complains of lack of indoor monitor, thus no connection to the front of the building device, the city employee and building manager do not seem to know how to connect the intercom to the units of the tenants. BlackMan’s other complaints are ignored.
Is there no intercom system for tenants at 1522 Hi Point St 90035?

“I asked Mr. Vasquez if Mr. Vasquez was familiar with the intercom system that is presently installed at the building where you are residing. I asked Mr. Vasquez to explain the features of the intercom system and if there was a video/audio component to the system that was not properly functioning at this time. This is what was explained to me, the intercom is not set up for any kind of video/audio component for the tenants use in identifying who is currently at the entry doors. I then clarified with Mr. Vasquez that the current intercom system is basically a system that negates the need for a key to unlock the location door so that entry may be made inside the building, and that there is no ability of the system to present live video or photographs of subjects at the door to any of the tenants. “
Vasquez was asked why there is no connection in each tenants unit of monitor to access the intercom.

“Your email seems to say that the intercom is being used for door entry. Not sure how you can use the intercom for door entry if there is no audio or visual to identify who is there; your email does not mention audio interaction. An intercom is audio communication, or audio and video.”
Seems like the owner is in violation of two building codes. First, the code requires him to have an intercom system. Second, the code requires the intercom on the outside to connect to an interface in the unit. The building code IMO, was passed in 2022. This system was installed in 2023.
How much you want to bet that the city code enforcement department will NEVER enforce this?
